[xml2rfc] RFC editor accepting XML?

Yep. The RFC Editor will accept xml2rfc-generated nroff or xml. At
this time the editing is still being done in nroff and the generated
nroff is tidy enough that it's a time saver for us.
Note that the text produced by submitted nroff/xml should produce a
null diff when compared to the published Internet draft.
